2234435 - ENSA does not start with an error to open log-file

Symptom

SAP is not coming up because Enqueue Server (ASCS or SCS) is not starting. In dev_enqsrv trace file from ENSA work folder, following error message appears:

*** ERROR => main: Server initialisation failed!
Errortext:"error initializing the system log class detected at D:/depot/bas/742_REL:177 Errorinfo: "EnqLog:constructor: failed to open log-file: errno=22 (Invalid argument)"" [enservmain.c 251]

or even the error:

*** ERROR => initialize_global: exception caught!
Errortext:"error initializing the system log class detected at encllog.cpp:170 Errorinfo: "EnqLog:constructor: failed to open log-file: errno=13 (Permission denied)"" [enservglob.c 760]
*** ERROR => main: Server initialisation failed!
