2235605 - BOE 4.X Extractor EXCEPTION ANALYSIS (EVENT LOG) fails with error: COLLECT_EXCEPTION E2ELogProvider Implementation Exception

Symptom

After perform the Managed System Configuration for a BOE 4.X system, the Exception Analysis extractor "EXCEPTION ANALYSIS (EVENT LOG)" shows the error:

COLLECT_EXCEPTION com.sap.sup.admin.bwextract.e2elog.provider.exception.E2ELogCollectException:
com.sap.sup.admin.bwextract.e2elog.provider.exception.E2ELogProviderInitException:
E2ELogProvider Implementation Exception

Moreover in the defaultTrace.trc file of the SAP Solution Manager system, the following error is shown:

processE2ELogStores - Exception while initializing E2ESource [[IE2ESource:  name=bobcn03_eventLog type=[event_log] properties=com.sap.sup.admin.bwextract.e2elog.provider.exception.E2ELogProviderInitException: E2ELogProvider Implementation Exception
at com.sap.sup.admin.bwextract.e2elog.provider.impl4.E2ELogProviderEventLogger.init(E2ELogProviderEventLogger.java:125)
....
Caused by: java.rmi.RemoteException: com.sap.smd.agent.plugins.logfilecollector.eventlog.EventLogCollect@4f4e8cc0: unexpected error while retrieving logs list!; nested exception is:
java.rmi.RemoteException: com.sap.smd.agent.plugins.logfilecollector.eventlog.EventLogCollect@4f4e8cc0: cannot determine date format for lcid <xxxxxx> - please maintain LCID and the corresponding date format in eventlog.xml!
