2235706 - ICMBND returning unauthenticated LOGIN request

Symptom

The icmbnd program cannot bind an ICM or Web Dispatcher Service and the following error is reported in the developer trace (dev_icm or dev_webdisp): 

[Thr <ID>] *** ERROR => IcmMsgProcess: Received unauthenticated LOGIN request from Partner: ICMBND(4), wp_no: <WPNO>, ni hdl: <handle>, uds: FALSE, opcode: 27
[Thr <ID>] *** ERROR => IcmMsgProcess: Unauthenticated LOGIN over IP socket
