2237021 - Method GetProcessList returns Dispatcher Running but Dialog Queue info unavailable

Symptom

The sapstartsrv returns YELLOW to the Dispatcher with the information "Running but Dialog Queue info unavailable".

> sapcontrol -nr <instance number> -function GetProcessList
