2240711 - SMP 2.3 SP07 upgrade failed when the SQLAnyWhere 16 component failed to upgrade

Symptom

When attempting to upgrade the cache db component of SMP, the following error occurred:

SQL AnyWhere 16 failed to upgrade.
Extraction of D:\SUP 2.3 SP07Software\SMP2.3SP07 Software\SMP23007_0-21011046\ebf25347\rt-spupgrade-x64-2.3.7.67-drop4\modules\asa\asa-x64.zip failed.

Environment

SMP 2.3.6 upgrading to SMP 2.3.7.

This problem can occur in either a single node SMP system with the db and the application server on the same machine or in a multi-node cluster with the data tier on it's own machine.
