2240753 - SRS won't start after changing the RSSD_prim password - SAP RS

• ASE-hosted RSSD.
• Using rs_init to change the RSSD_prim password at the repserver.
• Using "alter login" to change the RSSD_prim password at the dataserver.
• ASE and Repserver are configured with charset roman8.
• Repserver fails to startup.
