2240788 - SIA missing after In-Place upgrade on old to newer Windows OS version where BI 4.x is installed

• After doing the inplace upgrade on the Microsoft Windows 2008 server to upgrade the operating system to Micorsoft Windows 2012 where SAP BusinessObjects Business Intelligence (BI) 4.0/4.1 is installed then Server Intelligence Agent (SIA) is missing from Central Configuration Manager (CCM).
• This can be seen on in-place upgrade of OS on a Microsoft Windows 2012 R2 server to Higher like 2016 or higher. 
• No CMS.exe is running in the task manager and server is totally down/disabled due to the deletion of the SIA service.
