When restoring a completed 360 form to a Participant or Process Owner, the system returns a Wrapped Exception error "Failed to send 360 back to the Process Owner".

Reproducing the Issue
- Go to Admin Center > 360 Review > Restore Completed 360.
- Enter the Document Id.
- Select either the Process Owner or Participant in the Restore To field.
- Click Restore Document.
The initial process owner is invalid or is now inactive in the system. The form related field in the database has not been updated.
Change the process owner of this form to an active user, and then try restoring the form again. To change the process owner, go to Admin Center > Change 360 Process Owner.
If the process owner is already an active user, change it to another active user temporarily, and then change it back to the original process owner, and try again.
