2248367 - URL http://<portal.domain>:<port>/sap/monitoring/SystemInfo to retrieve system component info will not work for NW 7.1X and onwards dual stack system

Symptom

On release NW 7.1X and onwards dual stack systems, whenever you would like to retrieve Java system component info using direct URL: http://<portal.domain>:<http port>/sap/monitoring/SystemInfo you are getting "HTTP 404 - Not found" error page with title "Service cannot be reached" as shown below:
