2249509 - Why can't I see the same people in executive review as I can in the download compensation statements function?

In executive review I am seeing different people than I am seeing when I perform the "download compensation statements".
I am expecting to be able to see the same number of people.

In order see the same people in executive review versus download statements you need to ensure that the role
you're using is the same role or that the role you are using has access to the same target population.
The permission for download statement is under "Manage Compensation -> Manage Personal Compenstation Statement"
The permission for viewing executive review is under "Compensation -> Executive Review Read Permission(All)" or
V"ariable Pay -> Executive Review Read Permission(All)"
