Symptom
- Permissions for country specific fields for the candidate profile have been given and this works when the candidate creates the profile themselves. However, when a recruiting user who has access to the Candidate Search functionality adds a new candidate manually, i.e. via Add Candidate functionality, permissions are not working.
- When a recruiting user adds a candidate via 'Add Candidate' they see all fields defined in the Candidate Profile. They do not need write/read permissions.

Cause
When manually adding a candidate, this is the only time the recruiter has the option to add values to necessary fields without having being given "write" permissions to those fields i.e., it ignores all permissions and displays all the fields from the template.
If the recruiting user has no write permissions to the candidate profile, this is the only opportunity for them to input data into the record.
The recruiter has to fill in only fields applicable for the candidates country based on his discretion. The system at this point will not stop the recruiter from entering the details.
Resolution
This is an Expected behavior. So if the recruiting user has added a candidate manually and has not filled in the country specific fields, then the system will still allow the candidate profile to be created.
