• Navigate to the Job Listings tab
• Click on Take Action
• Click on Submit Existing Candidate

One of the reasons for this to be happening is that the backend settings of your instance are defining that the agency ownership of the candidate is just for each requisition. This means that the agency owns the candidate for 24 hours after a new candidate is added to the requisition. After the 24 hours has lapsed, the agency will no longer own this candidate and therefore they will not be available to submit as an existing candidate.

In order to be able to add existing candidates (after the 24 hours time slot) to other job requisitions you would need to change this setting in Provisioning so the agency ownership of the candidate would be for duration. Please reach out to your implementation Partner or raise a support case on the Support Portal if you want this setting to be changed for your company.

After making this change you can set within "Admin Center -> Set Up Agency Access" the "Candidate ownership:" field with the amount of time that the agency will own the candidate and be able to add him to other requisitions. Also, if you check the "Reset ownership clock with newest submission" checkbox this amount of time will start counting again each time you add an existing candidate to another requisition.
