2251454 - application is not deployed on this cluster element

Symptom

After a system upgrade or support package upgrade you find similar warnings in the default trace:

Error occured while getting the web modules for web container extension context (Hint: Maybe DC sap.com/tc~xi~itsam~co~ui~priority~wd is not deployed).
[EXCEPTION]
com.sap.engine.services.servlets_jsp.server.deploy.impl.exceptions.WCEDeploymentException: Cannot retrieve web module names for [sap.com/tc~xi~itsam~co~ui~priority~wd] application. Possible reason: The application is not deployed.

Caused by: com.sap.engine.services.deploy.exceptions.ServerDeploymentException: Application [sap.com/tc~xi~itsam~co~ui~priority~wd] is not deployed on this cluster element and it is not possible to [get its aliases]

The error can exist for various applications. The above is just one example
