2251685 - Can't exec external program (Permission denied) in DB13 after Oracle upgrade

Symptom

After performing an Oracle upgrade to 12c you are facing the following issue at DB13 while trying to run any job.

Can't exec external program (Permission denied)
External program terminated with exit code 1

Or:

Can't exec external program (13)
External program terminated with exit code 1

In addition to this you noticed a difference between the OS group assignment of <sid>adm on SAP and OS level.

Running "id" via SE38/SM59 report "RSBDCOS0" you can see user <sid>adm does not belong to group "oinstall".

But running "id" directly on OS you can see <sid>adm belongs to group "oinstall".

However, you are not able to reproduce the issue on OS level be running BR*Tools under <sid>adm.
