2253150 - CLIX commands end with an Application Error

When trying to run any MDM CLIX command on Windows, the following error is issued and the command is not executed:
         [ERROR] <:265> "RuntimeEnvironmentFileAccessorDisk::ModEnvValue: pointer to stream is NULL; the file (C:\Program Files (x86)\SAP MDM 7.1\CLIX\clix.ini) failed to be opened.
 
There might also be a pop-up error with the following messages:

CLIX.exe has stopped working
A problem caused the program to stop working correctly. Please close the program.

This application has requested the Runtime to terminate it in an unusual way.
