2255002 - Extractor Configuration (Web Service) fails with error: 'The host of endpoint URL ..... was not found.

After update the SAP Solution Manager 7.10 to SP14, there is a extractor called 'CONFIGURATION (WEB SERVICE)' for JAVA systems with release SAP Netweaver J2EE 7.0. The extractor CONFIGURATION (WEB SERVICE) then fails with error:

• Exception while accessing Web Service - cause: Service call exception, nested exception is: java.rmi.RemoteException: The host of endpoint URL <url_of_webservice> was not found. Check if the WS
• Exception while accessing Web Service - cause: Service call exception; nested exception is:  java.net.ConnectException: Connection refused: connect
