2256099 - No Edit button with "Read" authorization on the Project header

Symptom

Users have "Write" or "Admin" authorization for a phase or task but has only "Read" authorization on the project header. When they open the whole project, this is opened in display mode. Even when they select the phase or tasks for which they have "Write" or "Admin" authorization, they have no way to toggle to edit / change mode (the "Edit" button is missing).
