Symptom

SAPSQL_SQLS_INVALID_CURSOR appears while calling RZ04 transaction. Details:

The termination occurred in ABAP program "SAPLSPF1", in "RZL_GET_BA_LIST".

In RZ03 the status of some instances is not active. Those instances either do no exist in system or they have a different (UPPER vs. lowercase) name.
Simulation of operation mode switch displays:

Switching NOT possible for the following servers

Reason: Server is configured in operation mode but is not active. It must be started.
HOST1_SID_00
HOST2_SID_00

Reason: Server is active but not configured in operation mode. It must be stopped.

host2_SID_00
