2256341 - Sorting of the Learning Plan assignments

The sorting of the assignments shown to the users at their Learning Plan is a sticky setting (that is, it remembers the users last view type). However, for new users, the expectation is that it should be sorted by priority on the first time they log in.

It's possible to add or remove the filter of priority in the users' Learning Plan section, but it's not possible to make it default.

The settings for default are hard-coded and cannot be changed from UI.
