Symptom
The "Manage Employee Import Privilege" tool can not be found in the system.
Environment
SAP SuccessFactors HCM Suite
Cause
This is because the "Employee Import" feature was moved under Role based permissions as part of our B1505 release as an opt in feature (ie: you can now control the employee import permission within role-based permissions).
If this feature is enabled in Provisioning for the instance, then the "Manage Employee Import Privilege" tool will not be visible.
Resolution
To grant permission to the Employee Import tool with this feature enabled, please follow the steps listed below:
- Manage Permission Roles
- Select the desired permission role.
- Permissions...
- Manage User > Employee Import

More details about this feature:
You can now choose to control employee import permission within role-based permissions, rather than in the legacy "Manage Employee Import" admin tool.
If RBP control is enabled in your instance, you can use a new "Employee Import" permission in RBP and the legacy "Manage Employee Import" tool is removed.
Please note that the RBP control does not have a target population. Granted users can import data for all employees.

Because of the reasons listed above, this is as per the system design.
