2259439 - AFW2017 error logged when attempting to update Android Market policy

Symptom

When creating a new Android Market application policy in Afaria, the icon and information are not loaded after clicking Update.
If Android for Work is not configured in the Google Services page, the following error is seen in the Afaria Server logs:
AFW2017: The Android for Work Server is not configured.
