2260552 - NIECONN_REFUSED Error in Java Instance install

Symptom

During the execution of SWPM at step "Starting central services instance", it fails with the error:

sapinst_dev.log

GetInstanceProperties

FAIL: NIECONN_REFUSED (Connection refused), NiRawConnect failed in plugin_fopen()
