2261253 - Garbled text in system popup or popup of function module TH_POPUP

Symptom

Garbled text # is shown in some popup screens:

The issue may begin to happen after kernel upgrade.

So far, following scenarios have been identified:

1. Using the function module TH_POPUP.

2. System popup "SAP System Message: User session closed by system".

3. System popup "maximum number of sessions reached".

Environment

ABAP System.
