2261333 - ABAP Instance metrics display "RFC Ping Failed" error in Technical Monitoring

In the System Monitoring UI of Solution Manager 7.1 - 7.2, you see the error text "RFC Ping Failed"

In the agent logs for the SMD agent assigned to the metric 'Instance Local RFC Availability', the following error encountered:
