2262728 - “SAP Host Agent or hdblcm error occurred” When Loading HDBLCM or running SUM

When trying to load the HDBLCM page or running the Software Upgrade Manager using the SL Common UI the following error appears:

"SAP Host Agent or hdblcm error occurred”

There is no update in the hdblcm log and in the SAP Host Agent file shows:
