2263579 - "could not set system license: 5503: nameserver failed to process the request" error during HANA license key installation

Symptom

When attempting to install a new HANA license you receive the following error:

Error while installing license key on systemId: <SID>

SAP DBTech JDBC: [436]: could not set system license: 5503: nameserver failed to process the request;ltt exception: exception 7000001: Failed to install a permanent license
