Symptom

The following error is reported by the ICM in dev_icm trace file.

[Thr 140318815704832] *** ERROR => IcmPlAllocBuf: MpiGetOutbuf failed (rc = 14(MPI_ESTALE: outdated MPI handle)) [icxxplugin.c 1235]
[Thr 140318815704832] *** ERROR => SCACHE: no more memory [http_cache.c 4245]

Note that these both errors should appear sequentially and using the same thread number.
