2271758 - CTC Extractor - Cannot establish connection with any of the available instances

Symptom

Extractor "Central Technical Configuration" is failing due to an attempt to access a non existing port/instance in the managed system:

 In the SMDAgentApplication*.log, you see the following error stack:
