2272934 - Career Development Planning 'Add Learning Activity Error: The current User has no permission to create the learning activity.

• When trying to add a learning activity, receive an error: The current User has no permission to create the learning activity.
• Add Learning Activity link doesn't show under Development Plan even though the Learning Activity is mapped to the Development Plan xml

1. Click on Edit Development Plan and could see 'Add Learning Activity' button:

The role doesn't have access to the Learning Activity mapped to the Development Plan

1. Go to the Manage Permission Roles and go to the required role, say SysAdmin
2. Go to Goals/Objectives section and select the Learning Activity mapped to the role
