2278027 - Message "Maintenance group "PDN" is inconsistent" in SCM upgrade

Symptom

You perform an upgrade of an SCM system. At the end of the upgrade, a recommendation is displayed by the SUM tool indicating that you must check log file LONGPOST.LOG  (path <PathToSumfolder>\abap\log\LONGPOST.LOG) before you resume the production operation of your SAP system.
In the file LONGPOST.LOG you see a message like 

### CURRENT PHASE: XPRAS_AIMMRG
........
 ..Messages extracted from log file <logFileName>
A2PE/SAPCND/CUSTOMIZING 020 Maintenance group "PDN" is inconsistent, as it does not contain any items
