2280034 - Relay Server cannot start. Log shows "RSF11040: Cannot open Relay Server configuration file 'rs.config' error."

Symptom

  • The SAP MBO runtime server was successfully installed and started fine.  However the Relay Server would not start.
  • The Relay Server log file showed:
    RSF11040: Cannot open Relay Server configuration file 'rs.config'
