2280378 - PCD Check Tool fails to start with wrong schema error

Symptom

The start of PCD Check Tool fails with wrong schema error like:

A popup showing 'Wrong schema'.
WARNING: DB schema not found. Connect to database failed.

The tool shall be used on a 7.3x or 7.4x system.

SQL Trace 0, stmt count 0: Create a new Connection, connectionCount = 1

SQL Trace 1: Number of connections in pool: 0

SQL Trace 2: Number of connections in pool: 0
