2281678 - No option to "Add Users" on Past Classes for instructor

The "+ Add Users" button is not available when accesing past classes as an instructor.

1. As a user with Instructor permissions, access Learning >
2. On the top right corner, select ""My Classes" on the dropdown menu >
3. Go to the "Past Classes" tab >
4. Select Class >
5. Access the "Users" tab >
6. "+ Add Users" button is not visible.

If the Class is associated with any Purchasing Option, then "Add User" option is not applicable for instructors, because when there is a price and a cancellation policy, there is usually an Approval Process attached to the Item/Class.

Since Instructors do not have the authority to approve requests, therefore they cannot add users to Class with a Purchasing Option other then "No Charge".

The expected behavior is that Instructors can add students to past or ongoing classes when they are not associated with any costs. Instructors will also not see the button for future Classes.

In order to confirm if an Item has a Purchasing Option associated, please check the Item Purchasing Options: On Learning Administration > Item record >Purchasing tab > for instructors to be able to add users to a class, the Purchasing Option should be set to "No Charge".

For classes, the Class must either inherit the Item settings or must be set to "No Charge" as well on the Class record > Purchasing tab > Purchasing Option.

Note: Instructors can only search for and add active students to a class.
