2282976 - Instructors only receive notification in English language

The instructor receives all notifications in English even if the related user has a language preference set to another language.

Learning Management System (LMS)

1. Set the language preference of the related user to your instructor to another locale than English
2. Generate a notification
3. The language of the notification is English and not the language of the user

In the LMS, an instructor is considered a learning resource and not an active user.

The instructor related notifications are the only notifications which will be generated only in English.
