Symptom
Customer reports that the Merit Percentage Total is incorrect and Budget is correct.
PS: form has inactive user included.

Reproducing the Issue
- Budget calculation: (Increase total / Total annual salaries) = 24,062.50 / 1,620,073.10 = 0.0149 = 1.49%
- Total Percentage Total = (Increase total / (Total annual salaries - Merit ineligible employees' salaries)) = 24,062.50 / (1,620,073.10 - 100,750) = 0.0158 = 1.58%
Resolution
- This is the expected behavior.
- Merit Percentage Total is the percentage give for how much Merit Increase is relative to Current Salary.
- When we calculate percentage of Merit, the system will exclude salary of employees who are Merit ineligible. So the calculation of Merit Percentage Total is correct. However, the system considers ineligible employees' salaries for Budget. This is why there is a discrepancy between them.
