2285801 - Learning: Blank notification when un-enrolling in schedule offering

• User received blank notification when withdrew in scheudle offering
• Blank notification received by user when un-erolling from virtual session 

Learning Management System 

1. Enroll in virtual classroom session
2. user receive one schedule offering enrollment notificaiton and one VLE Registration Notification
3. Un-enroll from virtual classroom session
4. user receive one withdrawal notification and one blank notification

1. The reason blank notificaiton is triggered to user is because "VLE Unregistration Notification Email Template" is blank.
2. The above scenario holds true if user is receiving blank notificaiton after enrolling in a virtual session. In that case "VLE Registration Notification" template is blank.

Please add the following to VLE_UNENROLLMENT template
