2286481 - Incorrect date shown when creating version for Time Dependent Dimension

• System doesn't allow a weekend to be the start date for the new version
• When a weekday date is input, incorrect date shown in the web client, for example, 1 day shifted.
• the UI web client displays incorrect year 999 as a starting year (backend is 1000)
• See example:
  1) Input date: "Nov.01.2017"
  2) UI Web client displays as "Oct.30.2017" as start date
  3) BW backend saved as "Oct.31.2017" as start date
  4) UI web clidnt displays as "31.12.999" as default start date/year.
  5) BW backend saved as "01.01.1000" as default start date/year.
