Symptom
When a user goes to the Development tab and selects another Development Plan from the dropdown list, the following error appears:
- You do not have permission to access this user's goal plan!
- An error occurred while attempting to load the goal Plan.
Then, the user can no longer access his Development Plan.

Reproducing the Issue
If the user has permission over a Development Plan for any user (not necessarily for himself), this Development Plan will always be available in the dropdown list. For example, user A has permissions over “Development Plan 1” for himself and permissions over “Development Plan 2” for his direct reports. Both “Development Plan 1” and “Development Plan 2” will always be available in the dropdown list. Then, if the user is accessing his Development Plan and selects “Development Plan 2” (which is the plan for which he only has permissions for his direct reports), he will receive this error and will no longer be able to access his Development Plan.
In a scenario where Brooke Brown has access to the plan "Development Plan - 2" for her direct reports only, the steps to reproduce the issue are listed below:
- Proxy as Brooke Brown > go to Development module > the Development Plan defaults to her own plan.
- Select the plan "Development Plan - 2", for which Brooke Brown has access to her direct reports only, but not to herself.
- The error is then displayed and the user cannot access her own development plan again.
Cause
This error appears if the user does not have “Goal Plan Permissions” over the selected Development Plan template.
Resolution
For the user to be able to access his Development Plan again, the user should find an employee for which he has permissions to access this second Development Plan and then access the Development Module through this user’s quick links.
For Employee Profile V12 enabled:
In the example provided in the "Reproducing the Issue" section, Brooke Brown could have taken the following steps:
- In the User Search bar, search for "Erin Eisley" (one of her direct reports) > mouse over his name for the quickcard to display.
- Click "Action" > Development Plan.
- Then, the searched user's development plan will be displayed.
- The user should then select the development plan for which he/she has access over him/herself. In this example, Brooke Brown has access to her own "Development Goals" plan template.
- After selecting this template, the user can search for him/herself and open his/her own plan.
For People Profile enabled environment/Link to Development not available via PP3/EP:
You can just disable, proxy back to the effected user and re-enable the Development Plan via Manage Templates.
The system presents this behavior because of the following:
- The Career Development Planning module was designed to have only one active template per instance, as the same Development Goal Plan span over several years.
- In case you decide to use more than one active template, the users should have access to the same templates for themselves and for other users.
