2288148 - Career Development Planning: You do not have permission to access this user's goal plan

Symptom

When a user goes to the Development tab and selects another Development Plan from the dropdown list, the following error appears:

  • You do not have permission to access this user's goal plan!
  • An error occurred while attempting to load the goal Plan.

Then, the user can no longer access his Development Plan.
