2289354 - SAP Mobile Platform PUSH error "Invalid notification target ID" - SUP/SMP

Symptom

User attempting to send PUSH notification to SAP Mobile Platform 3.0 SP09 and receives error "Invalid notification target ID".  Reviewing SAP Mobile Platform log shows:
