2297682 - Manage Data Privacy Configuration no longer available in admin tools

When we go to admin tools --> manage recruitment, we do not see "the manage data privacy" options

We have observed in two production instances that there is no access to "Manage Data Privacy Configurations" in Admin Tools under System Properties.

Data Privacy Consent Statement 2.0 is enabled and it causing the issue.

• If "Data Privacy Consent Statement 2.0" switch is enabled then those two links("Manage external data privacy consent statements" and "Manage internal data privacy consent statements") will not appear, as these switches are meant for DPCS1 configuration.
• If "Data Privacy Consent Statement 2.0" switch is disabled, then we need to select DPCS1 under provisioning (this might not apply anymore as DPCS 1.0 is no longer available)
