2297904 - Error occurred while parsing file "data-source-aliases.xml" in Non-English environment

Symptom

NW AS Java is not able to startup or installation or upgrading for NW AS Java failed, because of following error"

"Lookup for jdbc/SAP/BC_CIM data source failed"

The stack trace is like following:
CSN Component [BC-JAS-SEC], DC Name [sap.com/tc~sec~destinations~service]
com.sap.engine.frame.ServiceException: [com.sap.ASJ.dest.sv0159] An error occurred when trying to initialize the CIMOM service where the destinations are stored. The error was CIM_ERR_FAILED: Lookup for jdbc/SAP/BC_CIM data source failed.
