2298827 - Unable to launch Config Tool after fresh Netweaver AS Java server installation

Symptom

After a fresh installation of the Java server and attempting to start the Config Tool for the first time, you get the following example errors:

Error occured while scanning DB.

Checking the log files at location usr/sap/<SID>/<Instance ID>/j2ee/configtool:

configtool.0.log

Error: com.sap.ASJ.cft.000205 Error occurred while scanning DB.
Error details: Error occurred: Secure Store lib Dir does not exist X:/usr/sap<SID>/SYS/global/security/lib/tools

configtool.0.trc

Error occurred while loading the Secure Store.
java.lang.NoClassDefFoundError: iaik/utils/Base64InputStream
