2300142 - Cannot start up ASE get error, failed to initialize cslib

Symptom

When attempting to startup SAP Sybase ASE 15.7 or 16.0 via Windows services, the service fails to start up the SAP Sybase ASE with the following error messages:

kscsinit: connectivity library error. Operation: cs_ctx_alloc().
Failed to log the current message in the Windows NT event log
Failed to initialize cslib
Attempt to resize 'Ct-Lib Controller Manager' failed because a new controller could not be created.
