2302460 - User in pending enrollment status approved when the registration cut-off/start date is past

A user, currently in pending enrollment status, can be approved even if the registration cut-off/start date is in the past.

Scenario 1:

• User requests approval for a class that has a registration cut-off date and start date in the future and is in a pending status on the roster.
• If the "Hide pending approval requests after registration closes or withdrawal date passes" is unchecked under Registration Settings and the Learning admin changes the cut-off date to be in the past (class is still in the future).
• Manager still sees the approval in his list and can approve the user overriding the admin's cut-off date change.
• Just because the user requested approval when it was in the future, the manager should not have the power to override an admin change.
• The system should indicate to the manager that the cut-off date has passed and NOT allow the approval to continue.

Scenario 2:

• User requests approval for a class that has a registration cut-off date and start date in the future and is in a pending status on the roster.
• Learning admin changes the cut-off date AND start date to be in the past.
• Manager still sees the approval in his list and can approve the user overriding the admin's cut-off date and start date changes.
• Just because the user requested approval when both dates were in the future, the manager should not have the power to override an admin change.
• The system should indicate to the manager that the start date has passed and NOT allow the approval to continue.

Approvals will not be visible to the approver if the "Hide pending approval requests after registration closes or withdrawal date passes" is enabled in the System Administration  > Application Administration > Registration Settings and the cut-off date or start date is in the past.

Note: By moving the cut-off date to the future, the approvals will be visible again.
