2304534 - Events cannot be triggered by sapevt. MSOP_ACCESS_DENIED

Symptom

Scenarios that rely on triggering batch events via sapevt, like transport or Upgrade are hampered and the following is shown in the corresponding SLOG and/or relevant upgrade log:

WARNING: Background job RDDIMPDP could not be started or terminated abnormally.
Please check that the R/3 system is running. Please check the system.
Use transactions SM21, SM37, SM50.

TP system log shows the following error about RDDIMPDP job:

ERROR: The following call returned with exit code 5:
ERROR: sapevt.exe SAP_TRIGGER_RDDIMPDP -t name=<SID>
Background jobs cannot be started.
ERROR: Please check trace file dev_evt.
WARNING: (This warning is harmless if no further warnings follow.)

In dev_evt file, the following is displayed:

Received opcode MS_DUMP_INFO from msg_server, reply MSOP_ACCESS_DENIED
MsOpReceive:
Received opcode MS_DUMP_INFO failed, reason MSOP_ACCESS_DENIED
MsDump : failed MSOP_ACCESS_DENIED (5)
*** ERROR ***: Get message server parameters, rc = 5
