2304612 - Import/Export Comments Package in Data Manager EPM Add-In

Symptom

When running Data Manager Package "Export Transactional Data to File" (/CPMB/EXPORT_TD_TO_FILE) or "Import Transaction Data" (/CPMB/IMPORT), only the values are processed, comments are not exported nor can be imported from a file.
