If a manager assigns an Item to user (direct report) does the user still have to seek the managers approval?

Update:
After the Q4 2016 (1611) release a new feature was introduced:
System Administration > Application Administration > User settings > "Enable Approval Waiver when Manager or HR Business Partner assigns Online Item, Instructor-Led with Online Content Item, or External Course".
Select this to waive manager approval steps when managers, alternate managers, or HRBP users assign a course to a user. If you have a very strict approval process system and you want managers, alternate managers, or HRBP users to approve courses that they just assigned, then do not select it.
If you understand their action of making the assignment as implicit approval, then select it. In this case, you assume that if, for example, a manager assigns a course to a user, they approve of the user enrolling. You also reduce the approval workload for these users. An approval process must be configured and required for an online item, blended item, or an external course. The manager must be the User's manager at the time the employee requests an approval. The manager must be in the standard role of manager.
Please note that in the case of a blended item, only the item approval will be waived. As per Product Management the current feature is not designed to approve the registration since the dates and costs can vary… a manager asking someone to complete a course does not imply they would approve any available offering.
