2307540 - Development Goal gets created even after hitting "Cancel" on the Learning Activity popup

Development Goal is created even after hitting "Cancel" on the Learning Activity creation window.

SuccessFactors Career Development Planning

1. Click to create a new Development Goal
2. Scroll down the window and then click to add a Learning Activity (directly from the Goal creation window)
3. Hit cancel once the Learning Activity creation window is opened
4. Hit cancel again on the Development Goal creation window
   
   The system will create the Development Goal even though we hit cancel. The Learning Activity is not created.

This is a current limitation within the SuccessFactors application. This issue happens because the Development Goal needs to be saved inside the database before creating the Learning Activity, so even if the Learning Activity creation is cancelled, the Development Goal will already be saved in the database.
