2309584 - Packages from higher support package stack than the selected upgrade target are included into stack file in Maintenance Planer

Packages from higher SPS(support package stack) level than the selected upgrade target are included into stack file in Maintenance Planer. For example, a package from SPS02 is included in the stack file when SPS01 is selected as upgrade target.

In some cases, warnings with the following pattern happen. And the stack file generation cannot be finished successfully as packages from higher SPS are not released yet.
