2311806 - Theme rebuild error in UI Theme Designer

• An error appears while building a theme in the UI Theme Designer such as the below examples:
  
  Failed async accessing ... by method "PUT" with result status "500"
  OR
  Rebuild of theme "<theme_name>" could not be completed.
• Checking the developer Default Trace log file, a PermissionControlException is thrown, similar to the below:
